Kalinga declares so-called CPLA chairman Mailed Molina persona non grata

Tabuk City, Kalinga―Provincial Local Government Unit of Kalinga declares Mailed Molina, Cordillera People’s Liberation Army so-called chairman, as Persona Non Grata following a letter he addressed to National Anti-Poverty CommissionSecretary Noel K. Felongco expressing assertion of territorial control over the Cordillera, specifically in Tabuk City, Kalinga.


Provincial Indigenous People Mandatory Representative (IPMR) Michael Karel Sugguiyao narrated that after the visit of National Anti-Poverty Commission Secretary Noel Felongco, Mailed Molina sent a letter claiming the chairmanship and leadership of CBA-CPLA and said the party has failed to notify him of secretary’s visit in Kalinga.

Mailed, in his letter, claimed that the protocol under his leadership is to inform him of such kind of visits and entry and seek his approval.


“Ummay ni Secretary ditoy ket ditoy inaramid mi ti ceremony nga pinainuman mi ti danum nga signifying nga once nga sinumrek ka ti maysa nga ili you are safe kunada idiay, addan ti security nga naited ket after 1 day nagsurat ni Mailed nga ibagbaga na dayta…in specify na pay diay lugar ti Tabuk ket haan na met nga territory ditoy,” he said.


“Regardless of who he is, adda ngamin violation na iti ugalin ti umili ditoy Cordillera lalo iti Binodngan…ket diyay inaramid na in Am-am na diay kasla adda ti threat ti maysa nga bisita ti maysa nga ancestral domain, kanyatayo ket capital crime diyay kuma ti Binodngan area,” he added.

Resolution No. 2020-254 also states that the action of Molina is a blatant disrespect of the CBA-CPLA’s act of continuing faithfulness to their commitment to the 1986 ceasefire agreement and considered an insult to the Kalinga people as host and it is against the Kalinga culture and tradition specifically “Am-am” which is an act of threat or intimidation to somebody through word or action.


Moreover, Cordillera Bodong Administration-Cordillera People’s Liberation Army (CBA-CPLA) denounced any and all statements and claims of Mailed Molina through his letter dated October 31, 2020 addressed to Secretary Noel Felongco.
