TABUK CITY, Kalinga – The provincial government of Kalinga has utilized 44.24 percent of its ₱2.354-billion General Fund budget as of September 30, 2026, leaving about ₱1.313 billion yet to be spent during the final quarter of the year.

Based on the Statement of Expenditure posted by the Office of the Provincial Treasurer – Kalinga as part of its public transparency report, actual expenditures reached ₱1.041 billion out of the total approved budget of ₱2.354 billion.

Among the major expenditure areas, Social Services recorded the highest budget utilization at 61.80 percent, with actual spending of ₱464.82 million out of its ₱752.11-million allocation.

General Public Services followed with a 50.61-percent utilization rate, equivalent to ₱402.64 million in expenditures out of its ₱795.60-million budget, while Economic Services posted 48.17 percent, with ₱89.10 million spent from its ₱184.97-million allocation.

The 20-percent Local Development Fund (LDF), however, recorded the lowest utilization at 10.35 percent, with only ₱55.53 million spent out of its ₱536.46-million allocation.

Meanwhile, the 70-percent allocation of the 5-percent Local Disaster Risk Reduction and Management Fund (LDRRMF) registered a 34.46-percent utilization rate, with actual expenditures of ₱29.25 million out of ₱84.88 million.

The figures show that the province still has substantial funds to utilize before the end of 2026, particularly under the Local Development Fund and disaster risk reduction allocation.

With the remaining months of the year, the provincial government is expected to sustain efforts to accelerate the implementation of its programs, projects, and activities to ensure that allocated funds translate into actual services and development benefits for communities.

Improving the utilization rate, particularly for development and disaster preparedness projects, is important to ensure that public funds are used efficiently and that priority infrastructure and social programs reach their intended beneficiaries on time.

The expenditure report provides the public with an overview of how the provincial government is managing its financial resources and supports greater transparency and accountability in the use of public funds.

The Statement of Expenditure covers the General Fund only and excludes Debt Service Interest and the 30-percent allocation of the 5-percent LDRRMF.
