KARSA requests Tabuk City Mayor, SP members to help solve Bulanao Market development controversy

Tabuk City, Kalinga – The Kalinga Apayao Religious Sector (KARSA) has written Tabuk City Mayor Darwin Estrañero and the members of the Sangguniang Panlungsod in an attempt to find means to settle the controversial issues regarding the Tabuk City LGU and XRC Developers deal of developing the Bulanao Public Market.


The agreements between the two have been marred with questions that are yet left unanswered.


In their letter, KARSA asked City Mayor again for a copy of the contract of lease agreement between the City Local Government Unit of Tabuk and XRC Developers and the feasibility study regarding the development of the Bulanao Public Market.


In the letter dated November 11, 2021, KARSA Inc. cited that they have been ‘following the events and issues regarding the Tabuk City LGU and XRC Developers deals which plans to demolish the Bulanao Public Market and lease the 3.8-hectare government-owned land for P2,000 annual rent’.


The group claimed that they already asked certified copy of said documents in the interest of transparency from the mayor’s office, the City Information Office, the City Legal Office, the City Administrators Office and even the Sangguniang Panlungsod, but they were not given a copy.


Aside from the documents, KARSA also asked whether a comparative study was conducted to show that the lease agreement is more beneficial than a joint venture or having the City LGU shoulder development expenses.

Letter to Tabuk City SP


The religious group also sent a separate letter to SP Tabuk asking for copies of the deliberations of the XRC lease agreement.


KARSA additionally requested the council to invite the City Mayor, the City Administrator, the planning officer, and XRC representatives to present during their session the contract of lease, feasibility study of the project, and the proof that the City LGU will not be at disadvantage.


Further, the group asked the body to allow them to invite an expert to present claims that the deal is disadvantageous and questionable.


“By doing this, we can have both sides of the story being presented to the people. We hope that this action will help solve the issue regarding the market deal created,” the group stated.


Vice-Mayor Dao-as and Resolution No. 200 series of 2021


Relative to this, SP Tabuk led by Vice Mayor Bernard Glenn Dao-as has crafted on October 28 Resolution No. 200 series of 2021, requesting for the XRC Mall Developer Inc. to furnish the office the final copy of the contract of lease it entered between the city government relative to the development, management, and operation of the Bulanao Public Market.


The resolution states that XRC Mall Developer should fulfill its promise to provide the august body with a copy of the contract.


XRC made the commitment through its representative during the Press Forum held at Davidson Hotel following the groundbreaking ceremony of the Bulanao Public Market Project on October 21, 2021.
