“Leadership is not measured by titles, but by commitment to serve” – Kalinga Vice Gov. Odiem reminds Sanggunian Secretaries in Cordillera

Tabuk City, Kalinga – Vice Governor Dave Odiem, during the Seminar-Workshop of the Philippine League of Secretaries to the Sanggunian (PLEASES) Regional Chapter, reminded legislative secretaries from various local government units in the Cordillera region about the importance of commitment in leadership, saying, “Leadership is not measured by titles, but by commitment to serve.”


Odiem made the statement in his welcome remarks during the event’s opening ceremony held at Davidson Hotel on October 21, 2025.


The three-day event, which runs until October 23, was designed to provide training, promote collaboration, and strengthen the capacities of Sanggunian Secretaries in performing their legislative functions.


In his message, the Vice Governor expressed gratitude to the PLEASES Regional Chapter for choosing Kalinga as this year’s host, noting that the seminar is not just a workshop, but a step toward building a more responsive, transparent, and effective local government.


“This gathering is not just a seminar; it is a significant step in our shared journey toward building a more responsive, transparent, and effective local government. It is a recognition of your vital roles in shaping legislation that truly reflects the image and aspirations of our constituents in our communities,” said Odiem.


Odiem also emphasized the crucial role of councilors, barangay officials, and legislative secretaries in ensuring that laws and ordinances reflect the needs and aspirations of their people. He conveyed his appreciation to the secretaries who work behind the scenes to ensure that every resolution and ordinance is properly documented with accuracy and integrity.


The Vice Governor then encouraged participants to actively engage with the resource speakers to deepen their understanding of effective governance.


“As Vice Governor, I stand with you in this journey. Let us continue to build a community and a province where legislation is not just efficient but empowering; not just procedural but people-centered. Let us strengthen our legislative processes, enhance our governance systems, and, most importantly, serve our constituents with honor and dedication,” Odiem concluded.
