‘Libreng sakay’ program in Cordillera ends on July 7

Baguio City, Philippines - The Land Transportation Franchising and Regulatory Board of Cordillera announced Tuesday, July 5 that the Service Contracting Program Phase III or known as ‘Libreng Sakay’ is expected to end this week.


LTFRB through Memorandum Order No. 2022-001 informed the commuting public and the participant-operators of the program the termination of the contract which is set on Thursday, July 7, 2022.


According to the memo, the Service Contracting Program for regions 1, 4A, 4B, 5, 12, CAR, and NCR shall be terminated on the aforementioned date.

The Public Utility Vehicle (PUV) operators under the Service Contracting Program in Cordillera Administrative Region, LTFRB concluded, shall stop their operations under the program on July 6, 2022.


The LTFRB-CAR expresses their gratitude, especially to the participant-operators, drivers, and commuters who joined and supported the said program to help the commuting public during the worst times of the pandemic.

In an earlier report by the Department of Transportation (DOTr), it said that Phase 3 of the Service Contracting Program is effective from March to December 2022 but can end when the funds allotted are exhausted.


The department, as of June 20, 2022, recorded a total of 71, 222, 260 passengers nationwide benefitted under the agency’s Service Contracting Program Phase 3.
