Tabuk City, Kalinga – Attorney Errol Comafay, known by the public as “Atty. Pasiking,” stressed the need to modernize the Bulanao Public Market, but it has to be done following the proper processes as provided by the laws on such undertaking.

Comafay, a City Councilor candidate, explained during a Local Voter's Education and Media Forum that the non-existence of sewage system which is necessary to prevent waterborne diseases call for upgrading the market.

Comafay added the need to do something with dilapidated facilities.

“Ti damag ket kasanu ken anya ti wagas nga pang-modernize? Ti madama nga plano da, han siguro a dayta ti dapat a turungen ti modernization,” said the councilor candidate.

Comafay likewise questioned the public consultation which the city government claimed they did. According to him, the project bidding was not made public.

Comafay compared Baguio and Tabuk appraoches

The aspirant compared the process undertaken by the incumbent city government to the same market development in Baguio City where SM and Robinsons presented their proposals during the public bidding.

“Ditoy maysa lang ti kinatungtung ti city government, apay a maysa lang. Maymayat siguro nu in-open tayo ti bidding na dayta tapnu ad-adu kuma ti ag-bid wennu makita tayo ti mayat a plano. Konkontraek launay dita ket malugi ti gobyerno,” Comafay added.

The candidate revealed that the current overall collection from Bulanao Public Market sums to P5 million annually. The amount, he said, is much higher than the proposed payment of XRC Mall Developer amounting to P2 million per year.

“Ikompara tayo diay P5 million a madama a makolkolekta idiay P2 million nga ibayad ti XRC, talaga a nga lugi ti gobyerno by P3 million. Apay a nababa launay? Diay area diay Bulanao Public market ket P3.8 hectares, nu i-divide mo diay P2 million a diay, lumablabas a 50 centavos per square meter per year ti abang na…iti prime commercial lot, nababa launay diay nga abang,” he affirmed.

Comafay's concern of the XRC and Tabuk CLGU deal

“Maysa pay, kunana idiay contract a pinirmaan ti XRC ken daytoy Tabuk CLGU, kunana idiay a, the real property tax shall be for the account of the city government. Kayat na sao en diay, han kanu agbayad ti real property tax ti XRC. Han kuma a dapat diyay.

Umuna, nu ti daga ti gobyerno ket usaren ti private ket ipaabang na, dapat agbayad isuna ti real property tax ta isu met ti kuna ti linteg.

Sumarunu pay, ti real property tax gamin, pagbibingayan dagita diay LGU a kaadaan ti daga ken ti building a maipatakder ket kayat na saoen diay, 30% ti mapan ti provincial government, 30% mapan ti city government, 40% ti mapan ti barangay government.

Nu kunam a, the real property tax shall be for the account of the city, kayat na sau en, the city government ti mangited ti bingay a 30% ti probinsiya ken 40% a bingay ti barangay. Damag ko, adda pay ngata mabati idiay P2 million nga ibayad nga abang ti XRC?

Comafay, not in favor for construction of mall in Bulanao Public Market

When asked by the host whether or not he is in favor for the construction of mall in Bulanao, Public Market, Comafay expressed he is not.

The public market, he explained, is better when run by the government not by any private investor as the public market was not planned to be a mall.

“Haan tayo kuma nga ipalubos a dagidiay private ti mang-usar ti daga ti gobyerno. Gobyerno kuma ti mangdevelop dita… nu kayat tayo nga i-modernize…nagdakkel met ti pondo ti gobyerno, P5 million ti tinawen a maal-ala da, apay nga haan nga diay ti usaren tayo a pang-modernize idiay market,” highlighted Comafay.

Councilor as check and balancers

The host then asked what measures will he impose to avoid such occurrence, if given the chance to be a councilor.

In response, the candidate reiterated that it is the duty of a Sangguniang Panlungsod member to serve as a check and balance. Councilors, he said, must guard all contracts entered into by the government from anomalies and corruption.

“Amin a kontrata a serreken ti gobyerno, dapat adalen a nalaing nu talaga a pagsayaatan ken awan anomalya na. Haan a diay pagsangpet paylaeng ket vote wennu pagbutusan a dagus. Pag-discussan dayta, pag-debatean tayo dayta tapnu makita tayo ti kapipintasan a wagas ta han lang met a maymaysa a tao ti nalaing, han lang met a maymyasa a tao ti makasolbar ti amin,” Comafay concluded.
