New Barangay in Tabuk City penalizes gambling, public disturbance and owners of stray animals

Tabuk City, Kalinga – Intoxicated individuals shouting without reason and causing public disturbance are to be fined in Barangay Lacnog West, the city’s 43rd barangay , along with stray animal owners and illegal gamblers.


Recently, the Barangay Council of Lacnog West had submitted three new ordinances, Ordinance nos. 1, 2, and 3 series of 2021, to the Sangguninang Panlungsod for review and approval.


Under Ordinance No. 1 Series of 2021, people who will cause public disturbance such as shouting without any reason especially individuals who are intoxicated, quarrelling, and other acts that may disturb the community shall be penalized.


For first offense, guilty individuals will be fined with P200; P400 for second offense; and third offense will be P500. For quarrelling, a fine of P200 will be imposed.


Meanwhile, for Ordinance No. 02 series of 2021, animal owners are mandated to keep them from going astray, otherwise they will be fined.


For large cattles such as carabao, cows, and horses, the owner will be given warning as first offense. However, he or she will be penalized for P100 for the second offense and for the third offense, the barangay official will hold the stray animals until the owner will pay the offenses.


As to small cattles and pigs which caught astray, the owners will pay an amount of P100.


Further, for Ordinance No. 03 series of 2021, anyone who will be caught gambling such as playing cards will have to pay P500 as first offense; P700 for second; and P1000 for third offense.


Consequently, audience will also have to pay P100.


All of these three ordinances were referred to the Committee on Rules during the SP session this January 25.
