NGCP commits to restore electricity for Kalinga

Tuguegarao City, Cagayan – The whole province of Kalinga including some parts of Cagayan and Apayao have been experiencing power outage since 9:46 in the evening of November 13, 2020, Friday.


National Grid Corporation (NGCP) said this is due to the tripping of Tuguegarao-Tabuk line caused by flooding brought by Typhoon ‘Ulysses’.


NGCP announced the following morning that their line conductor was submerged which means this could pose danger to the maintenance team.


“Kailangan lang po natin antayin ang pag-subside ng tubig until the possible ground clearance is reached. Kung masiyado pa pong mataas yung tubig or malapit sa conductor,hindi po safe as it may cause electrocution,” NGCP Regional Information and Communications Officer Malou Refuerzo later explained.


NGCP cannot however determine when the power shall be restored as the repair depends on the subsiding of water in flooded in areas where the affected NGCP structures serving Carig-Solana-Tabuk line segment are located. Refuerzo said “rest assure na ang NGCP po ay committed na ibalik or i-restore yung transmission service natin.”


She informed that NGCP linemen went to inspect the location of the structures this morning and estimated that the depth of the flood is equivalent to the height of 7 persons or approximately 35 to 40 feet as stated by boatmen who helped the NGCP in their inspection.


“Estimated daw ng bangkero parang nasa pitong tao yung depth nung tubig. Actually hindi sila makapag-foot patrol kaya nung inikot nila yung mga NGCP structures and lines natin, nakasakay po sila sa Bangka kaninang umaga. That is the reason na hindi pa po natin ma-energize for now yung nasabing line segments, yung Carig-Sola-Tabuk line, dahil mataas pa po yung level ng baha sa area na yun,”she reiterated.


She said that the minimum distance should be at least six feet in order for them to check and repair and re-energize the affected line segment.


“Inaantay po natin na ma-meet yung ground clearance bago ma-energize yung lines para maiwasan po natin ang kahit na ano mang sakuna or aksidente tulad ng electrocution… Ang minimum po na distance between dun sa lowest sag ng ating conductor at tiyaka yung level ng tubig, dapat minimum ng six feet,” she said.


She informed that the NGCP line personnel are continuously monitoring all affected structures and hopeful that the flood will subside within the next hours.


“Ipagdarasal natin, let’s hope na hindi na tumaas pa yung level ng tubig, na patuloy at mas mabilis sana nu bumaba pa yung level ng tubig and we’re also hoping for everybody’s safety especially yung atin ding mga linemen na sinusuong pati yung baha,” she said.


One of the longest power outage experienced by the province of Kalinga was during the typhoon Lawin which hit the north On October 14 to October 26, 2016. It took six (06) days for NGCP to re-energize the Tuguegarao-Tabuk 69 KV lines.
