“No identified individual yet” - Brgy. Capt. Agyao says Amburayan River ‘poisoning’ in Benguet killed several aquatic species

Kapangan, Benguet – Authorities are continuing their investigation to identify those responsible for the poisoning of the Amburayan River, which resulted in the death of several fish and the suspension of activities in the area.


The incident was reported on April 25, 2026, in Barangay Tabao-ao after aquatic species such as fish, clams, crabs, and small shrimp were found dead along the river.


Initial findings suggest that “sabidong” may have been used in the poisoning. Sabidong is described as a chemical or plant-based substance used to stun or kill fish—a practice prohibited under Republic Act No. 8550, as amended by Republic Act No. 10654.


While no suspects have been identified so far, authorities have already located the area where the substance was allegedly introduced into the river.


To determine the exact type of poison used, water samples have been collected and will be examined by the Department of Science and Technology (DOST).


The possibility of a chemical spill from mining operations in Sto. Niño, Tublay, was also considered but has been ruled out by barangay officials.


The incident not only caused the death of aquatic life but also disrupted activities along the river.


In an earlier report, Punong Barangay Fredo Agyao said recreational activities such as swimming and picnicking along the river have been temporarily suspended due to potential health risks. The suspension has also been extended to nearby Barangay Cuba.


Moreover, construction of the Sta. Clara Hydro Project has been temporarily halted as a precautionary measure.


Fortunately, no residents have been reported affected as of this writing. However, they have been advised not to drink or use water from the river.


In an interview with GURU Press Cordillera on Tuesday, April 28, Agyao said they have coordinated with higher authorities to assist in the investigation.


He added that the Sangguniang Bayan has also formed an investigation team to provide additional manpower.


“Ag imimbistiga ti barangay no sino nag aramid ngem awan ti maitudo nga suspect, isu nga incoordinate mi ti higher agencies kas iti PNP ken MENRO. Ita nga aldaw, nagbuo ti Sangguniang Bayan ti Kapangan, through Councilor Bruno Canuto, iti investigation team headed by ENR Committee Chair Hector Mariano tapno tumulong iti panagimbestiga. Dayta po ti update, sir,” Agyao relayed.


The barangay official reminded residents and visitors alike to avoid the area until it is declared safe.
