‘Oplan Sita’ Ordinance seeking to empower barangays to enforce law in Tabuk approved on 3rd reading – City Councilor Bon-as

Tabuk City, Kalinga – The “Oplan Sita” Ordinance, which seeks to empower barangays to enforce the law and help uphold peace and order in Tabuk City, was approved on its third reading during the Sangguniang Panlungsod session on Tuesday, November 18, 2025.


The ordinance, authored by City Councilor Jayferson Bon-as, is entitled: “An Ordinance Institutionalizing ‘Oplan Sita’ in the City of Tabuk and Providing Guidelines for its Implementation.”


The local law aims to support the local police and barangay officials in sustaining public safety, deterring crimes, and ensuring compliance with local ordinances.


Under the ordinance, a Barangay Task Force Sita shall be created. It will be composed of the punong barangay as Chairman, the head of the Barangay Public Order and Safety as Vice Chairman, barangay ex-officio members, and at least 10 barangay tanods.


This task force is mandated to assist police in routine checkpoints within their areas of jurisdiction; patrol all puroks to ensure the proper implementation of local ordinances; and report violators, immediately turning over arrested individuals to the police, or to the City Social Welfare and Development Office if the person involved is a minor.


The ordinance also mandates that members of the Barangay Task Force Sita undergo trainings to ensure they can properly and lawfully fulfill their duties.


With its approval on third and final reading, the ordinance will now be transmitted to the Office of the City Mayor and subsequently to the Sangguniang Panlalawigan of Kalinga.


In an interview, Councilor Bon-as thanked his colleagues in the Tabuk City Council for approving the ordinance, stressing its urgency following two recent killing incidents in the city.


“There is an urgency to pass this proposed measure considering the brutal killings that transpired recently in the city. Masapol tayo nga i-empower dagitoy local police ken barangay officials tayo tapnu iti kasta ket mas maiyaramid da diay mandato da to help in sustaining peace and order in the locality, and tapnu mas ma-ensure iti implementation dagiti ordinances tayo iti bawat barangay,” Bon-as said.
