P222k Basic Education Allowances given to 74 Abra learners

Abra, Philippines – To help learners cope with the Covid- 19 pandemic, the Department of Education through the Bayanihan 2 for Basic Education (BBE) Allowances Program has distributed a total amount of P222,000 financial aid to around 74 elementary and secondary students in Abra held on June 8 to 17, 2021.


Each of the 74 students coming from the 69 elementary schools and two secondary schools in the province were given P3,000 each.


The program’s designated coordinator, Dr. Narciso Cannaoay, personally handed said financial assistance as per Covid-19 protocols.

In an interview, Cannaoay said they selected the beneficiaries based on the guidelines of DepEd and BBE subsidy and allowances grants.


To qualify for the program, the students, he said, must be currently enrolled in SY 2020-2021. The family should not be included in DSWD’s Listahanan; not an Education Service Contracting (ESC) grantee or SHS Voucher Program Beneficiary (VPB); and the parent/guardian lost employment due to work stoppage and closure of establishments because of community quarantine; and they should belong to a low-income household.


“Teachers and school heads of the identified Last Mile schools surveyed, searched and recommended learners and let them fill in the application forms,” Cannaoay said explaining the process of selection.

Last Mile schools are schools that have multi-grade classes, with less than five teachers and composed of less than 100 learners in which more than 75 percent of the population are indigenous people.


He added that as the focal person for the program; he submitted the list to DSWD for validation and forwarded it to the Privatization and Management Office for revalidation.


As reported by DepEd-Abra, validation of the list was conducted by the DSWD Provincial Office through Provincial Development Officer II Raquel Jane Talledo.


This is to check if those listed are not recipients of 4Ps or Listahanan Program.

Under the Bayanihan 2 Act, the government is providing COVID-19 response and recovery programs to help cushion the impact of the pandemic on the socio-economic well-being of Filipinos, through the provision of financial assistance, subsidies, allowances, and other forms of socio-economic relief.


The national government has allocated some P300 million for the BBE program.
