P6.5-M CoViD-19 response projects granted to Lubuagan

Lubuagan, Kalinga―All 9 barangays of Lubuagan will soon benefit from the PhP6.5 million worth of community-based response projects meant to alleviate poverty in the community thru the Department of Social Welfare and Development (DSWD).


It is expected that more than 9,000 individuals and around 1,700 households will gain from the projects to be implemented.

The funding shall come from the project under the Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-National Community Driven Development Program (KALAHI-CIDSS NCDDP) of the DSWD and the LGU.


Of the PhP6,549,750 worth of sub-project implementation, PhP5,239,800 shall come from the KALAHI-CIDSS program, while PhP1,309,950 shall be the municipal local counterpart.


The process of implementation would be Disaster Response Operation Modality/Procedure (DROM/P) in response to CoViD-19. This means that Lubuagan LGU and its communities will plan and decide projects like building or rehabilitation of isolation and quarantine facilities, procurement of personal protective equipment, cash for work projects, and training for community Covid-19 responders, among others.

What is KALAHI-CIDSS NCDDP?


The DSWD Kalahi-CIDSS began in 2003, covering 200 poor municipalities. It is one of the government’s poverty-alleviation programs implemented by DSWD. The program uses the community-driven development approach to empower communities in targeted poor and disaster-affected municipalities to identify their own needs, and collectively implement and manage solutions to these needs.


Jorlyn Ligawad, DSWD Community Empowerment Facilitator, disclosed that after the program intent of the municipal government of Lubuagan since mid-2000s, it will now be realized for its first time allocation of fund this 2021.


Ligawad mentioned that the distribution of the budget allocation per barangay shall be based on its population and number of poor families according to census.

She explained that the program will be directly downloaded under the Barangay local government as the implementer of the supposed project.


Additionally, the community people will be the one to be employed as workers for the construction or establishment of facility.


Meantime, the program coordinator is working on the social investigation and next will be municipal and barangay meetings. The project implementation is expected to finish on October 2021.

Mayor Charisma Anne Dickpus, meanwhile, extended her gratitude to DSWD. She said the initiative to involve the community as partners in the implementation of plans and projects strengthen the relationship between the government and its people. This, she said, can effectively address issues and concerns within the municipality.

“Aside from iti daytoy tulong ken assistance ti LGU, dagiti barangays ti makaammo nu anya dagiti priorities da and with the program, matulungan da how to do it, to develop, identify their own needs and resources ken nu kasanu da nga usaren wenno aramiden para ti improvement ti luglugar da,” Dickpus said.
