Disqualified mayoralty bet of Paracelis who won 2022 elections arrested in Bontoc

Bontoc, Mt. Province – A year after the resolution of the ‘Paracelis mayor controversy’, the winning candidate, who was disqualified later because of a standing warrant of arrest, surrendered to authorities on Tuesday, November 7.


Avelino Charonag Amangyen, 63, who was convicted for violation of the Forestry Code, was nabbed by police at Sitio Loc-ong, Poblacion, Bontoc.


Amangyen is now at the Bontoc Municipal Police Station while police await instructions of the court.

To recall, Amangyen was found guilty of violating Presidential Decree 705 or the Forestry Code in 2013.


Several forest products that were not covered by permits were discovered by police during their raid of Amangyen's home, which gave rise to the lawsuit.


Said case resulted in a penalty of reclusion temporal with an accessory penalty of perpetual absolute disqualification from running for public office.


However, he was able to run for office as it was alleged that he did not mention to COMELEC that he had a withstanding warrant.


He even garnered the highest votes in the May 9 polls, with 9,220 votes, which made him the winning candidate.


On October 27, 2021, a warrant of arrest against Amangyen was served, but he has since remained at large and was not able to attend the proclamation of the winning candidates.


After months of hiding, he was finally cornered by police in Bontoc.
