Pasil orders prohibition of loud motorcycle mufflers

Pasil, Kalinga – Motorcycles with aftermarket pipes and mufflers emitting ‘unreasonable loud and deafening noise which cause serious discomfort’ are strictly prohibited within the Municipality of Pasil.


This is after Municipal Ordinance No. 2021-12 authored by Councilor Ronnie Bawalan was enacted on November 9, 2021.


This January, Bawalan reiterates anew the implementation of the ordinance, reminding the public and visitors to comply with the regulation to avoid penalties.

Such prohibition, Bawalan said, is in accordance with the Muffler Act of 2016, seeking to ban motorcycles and all sorts of vehicles from using any modified form of muffler that only serves to make the output louder.


Bawalan explained that he proposed the ordinance due to the numerous complaints and public condemnation against loud aftermarket pipes and mufflers.


The author of the ordinance stated that ‘some of the vehicle owners remove the factory-installed stock pipe/mufflers and replace it with custom aftermarket pipe or mufflers, which emits extra-loud noise.’

Penalty


Under the ordinance, the ‘exhaust pipe’ of the noisy motorcycle used by the violator shall be flattened outright by the apprehending police officers or the Barangay Tanods
