Pasil to open Center for Children and Youth

Pasil, Kalinga – To protect the rights of children in Pasil and ensure full development of their potentials, the municipality is set to open an Office for Children and Youth Center.


The center shall likewise function as means to protect children from all forms of neglect, abuse, cruelty and other condition prejudicial to their interests.


The move to establish the center came after Mayor Alfredo “Chao-ig” Malannag Jr. approved the Municipal Ordinance No. 2022-11 or “The Child and Youth Welfare Code of Pasil which embodies ordinances, laws, conventions, rules and regulations related to Children Welfare Rights.”


Malannag said he recognizes the vital role of the youth thus, their best interest is being given paramount consideration under his administration.

Councilor Jaime Bawagan who authored the ordinance likewise stressed that ‘every effort shall be exerted to promote the welfare of children in Pasil and enhance their opportunities for a useful and happy life.


Salient feature of the ordinance


The ordinance provides that the Municipal Social Welfare and Development Office shall assign a staff to lead the Office for Children and Youth Center.


The assigned staff shall coordinate with the Local Council for the Protection of Children (LCPC) and Local Youth Development Office (LYDO) as the implementing arm of children and youth programs.


The office shall be responsible in filing complaints on cases of unlawful acts committed against children and youth in the most expeditious process.

Components of the Office for Children and Youth Welfare


The office shall be a component of Reception and Study Center, Day Care Program, Health and Nutrition Program, Responsible Parenthood and Family Planning Program Early Childhood Case and Development Program, Children and Youth Counselling and Organizing Program, and Legal Assistance Program.


To carry out the provision of this ordinance, a budget shall be appropriated in the municipality’s Annual Investment Plan with 20% Development Fund and Special Education Fund to be incorporated in the budget of the MSWDO, Municipal Health Office and Mayor’s Office.
