PCol. Limmong responds to Persona-non-Grata issue by the Butbut tribe

Tabuk City, Kalinga – Police Provincial Director PCol. Davy Vicente Limmong said, in a statement, that he will continue to perform his duties and responsibilities as the PNP Director in Kalinga despite being declared as Persona Non Grata by the Butbut tribe.


Limmong along with Police Regional Director PBGen. R’win Pagkalinawan, 2nd KPMFC Commander PMaj. Daniel Fakat, and PLtCol. Armando Lorette Jr. of Kalinga Police Provincial Office was declared Persona Non Grata in areas occupied by the Butbut tribe in Kalinga after the dismantling of the civilian post last February 23.


He added that the mandate of the police which is to serve and protect the people will not be affected, saying “the mandate of the PNP to ensure security in the province will continue.”

The dismantling of the post and declaration of persona non grata


The dismantling of the civilian post which the Butbut tribe installed to protect their community was the precursor of the declaration. The Butbut tribe claimed the post was important to secure their community from attacks by the other tribe. The tribe would have not allowed the demolition without a Peace Keeping Force unit to be deployed in their stead.


A request of a memorandum of agreement


The Butbut tribe said they would have wanted to enter into a MOA with the Regional Director to ask the PNP to give them security and the RD to agree with their conditions before the dismantling of the post. However, they said, the PNP dismantled the said post while a negotiation was ongoing.

Limmong’s previous interview


In previous interview with PCol. Limmong, he explained that the removal of the then military encampment which turned civilian post was to prevent possible complaints from Betwagan tribe since it is situated in the disputed area.


For the MOA, he said, it is needed if the tribe demands actions which include the routine job of the RD. He added that a MOA was not established since both parties did not talk for agreements yet.


However, should the Butbut tribe want to build their post, Limmong sees no problem as long as the encampment is not situated in the disputed area.
