PNP Kalinga prioritizes winning people’s hearts instead of armed war to combat insurgency


After five decades of trying to win the war against insurgency using law enforcement and military actions or armed forces, the Philippine National Police reports that the Communist Terrorist Group (CTG) atrocities and insurgency still persisted.


This, according to the police, is because of the failure to match the CTG’s sectoral infiltration, radicalization operations, recruitment, and mobilization of masses.


To counter this, the police are now shifting their direction in winning the hearts and minds of the people instead.


The law enforcers believe that to put an end to communist armed conflict, there is a need to counter-organize, counter-mobilize, and engage the people in the grassroots.


Involving LGBTQ Groups against communist insurgency and illegal drugs


In a recent development, the PNP sought the support of the LGBTQ Groups (lesbian, gay, bisexual, transgender, queer) and as a result, the Lingkod Bayan LGBTQ Groups have organized to strengthen the partnership.


The Police Community Affairs and Development Group believe that ‘the collaboration will help in addressing discrimination, harassment, and violence related sexual orientation, and gender identity. With this, it’s likely to build a more well-informed and inclusive society where there is freedom, dignity, and rights for all.’

Forming LGBTQ Groups in Kalinga


PNP-Kalinga along with PNP-Tabuk organized the LGBTQ group on October 2, 2021 at Ethnic Botique.


Police-Community Relations Officer Police Senior Master Sergeant Alvius Cordero,applauded the group for having ‘the boldness, even the wisdom’ and for the capability to lead other people.


“You’re great innovator and we want to utilize it, we want to use it for the good of the community,” Cordero underscored.


The Police-Community Relations Officer called for LGBTQs to join the government as an advocacy group or Force Multipliers in the fight against communist insurgency, illegal drugs, and disaster mitigation.

He likewise reiterated the value of leadership through inspiration in winning huge wars. This, he explains, relates to the ‘only time that US lost during Vietnam War despite their superpower.’


“Leadership is an inspiration. Actually, if people are inspired by what you are doing, they will always look at you as their leader,” Cordero said.


Police Corporal (PCpl.) Christina Gumilab and PCpl. Ramsey Palangyo, who graced the event, encouraged the group to actively participate in their program saying, “ready kami met nga tumulong ket nu kasapulan mi dakayo, sapay kuma ta diay cooperation yu met, diay active participation yu tapnu matulungan mi met ti dadduma.”


During the event, the group elected their officers, which will be led by President Ador Amoyen Bangsoy.
