Portion of Kalinga Road named Manuel S. Agyao Boulevard

Tabuk City, Kalinga – A portion of the Mountain Province Boundary-Calanan-Enrile Road, traversing through Barangays Bulanao and Ipil, up to the Alliog Bridge in Barangay Nambaran, Tabuk City is now called Manuel S. Agyao Boulevard.

Reginald Wacas made the announcement through the radio program of Congressman Allen Jesse Mangaoang on Wednesday, January 12.

The renaming of the road was initiated by Mangaoang through House Bill 2431 that he proposed to the House of Representatives in 2019. He filed the bill in recognition of the significant contribution of the late Congressman to the socio-economic and infrastructure of Kalinga.

The incumbent Congressman pointed that ‘much of the progress of Kalinga in terms of infrastructure development is attributed to the relentless determination, service, and dedication of Congressman Manuel S. Agyao.’

Mangaoang cited the accomplishments of Agyao when he served as the province’s Representative during his three consecutive terms such as the conversion of the Kalinga State College into a state university, the creation of the Upper Kalinga District Engineering Office, the creation of an additional branch of the Regional Trial court (RTC) in the province, the declaration of Kalinga as a tourism development area and the conversion of secondary schools into national high schools among others.

Mangaoang further underscored that it is but right that the legacy of the late Congressman be acknowledged and continued as the province moves forward for greater economic progress and growth.

Approval of the bill

According to Wacas, the bill was approved by the senate and was transmitted to the Office of the President on November 10, 2021.

The President did not approve nor disapprove the bill until it lapsed into law on December 10, 2021.

On January 13, Presidential Communications (Government of the Philippines) released Republic Act No. 11603, ‘An Act Renaming the portion of the Mountain Province Boundary-Calanan-Enrile Road, stretching from the Antonio Canao bridge in Barangay Calanan, traversing through Barangays Bulanao and Ipil, up to the Alliog Bridge in Barangay Nambaran, all in the City of Tabuk in the Province of Kalinga, as Manuel S. Agyao Boulevard.’

The Department of Public Works and Highways shall issue the necessary rules, orders, and circulars to implement the provisions.
