Tinglayan officials deliberate proposed tourism eco-cultural fee ordinance

Tinglayan, Kalinga – Proposed ordinance imposing tourism eco-cultural fee in Tinglayan was put on hold for deliberation following the disapproval of the constituents during a public hearing held in Buscalan on May 23, 2023.


Ordinance no. 18 Series 2023 which is known as the ‘Tinglayan Tourism Eco-Cultural Fee Ordinance’ was presented and discussed to the public on said date by the Sangguniang Bayan headed by Vice Mayor Rogelio Tambalong to elicit the constituents’ responses whether they agree for its implementation.

The hearing was participated by the Butbut tribe, tour guides, homestay owners, tattoo artists, and other individuals in the tourism sector.


Tinglayan Information Officer Larae Lactao informed that the constituents didn’t approve the proposed imposition of an eco-cultural fee to tourists in the municipality.


“After kuma diay public hearing ket mai-implement en diay nga ordinance ngem gapu ta haan nag-agree ti umili ag-deliberate ti SB members … nu anya ti further actions da to regulate and improve tourism in the municipality,” she said.


Uses of Fund


In the proposed ordinance, a P150.00 eco-cultural fee shall be collected by designated and authorized collectors from tourists who will come to experience the culture and enjoy natural scenery in Tinglayan.

P50.00 of the said fee will go to the LGU general fund, P50.00 to the Barangay Trust fund for the tourism eco-cultural projects and programs duly approved by the Barangay Development Council, and the other P50.00 will be deposited to the Municipal Trust Fund wherein 20% of the gross collection will be accrued to the tourism office for administrative expenses and 30% will be utilized for solid waste management program, tourism eco-cultural related program and projects, and for peace and order.


Tourists who will refuse to pay will be fined P500.00 while deputized or authorized collectors will have to pay P1,000 for non-issuance of tickets. Moreover, a person who is not authorized to collect the tourism eco-cultural fee will be fined P1,000 and/or will be imprisoned for not less than 90 days at the discretion of the court.
