Regulation of liquor during occasions proposed in Lubuagan


Lubuagan, Kalinga─Local Government of Lubuagan headed by Mayor Charisma Dickpus recently proposed an ordinance regulating consumption of any kind of liquor during big occasions specially during funeral wake and ‘Palanus’, traditional marriage, in the municipality to avert troubles that emanate from intoxication.


Mayor Charisma Dickpus recalled in an interview that over the years liquor has always been present in different social gatherings and in fact it becomes a practice to bring liquor as their way to show support.


The negative side of the supposedly merriment is the reported cases of excessive consumption of alcoholic beverages which result into misunderstandings and fights leading to tribal conflicts.

“Diay kuma natayan ken dagitoy palanus, maysa dayta palanus nga kinaugalian ti Lubuagan nga puros inom ti itulong da ket…. isu met garud ti mang cause iti gulo dagita barbartek,” she said.


Hence, Mayor Charisma Dickpus together with the officials of Sangguniang Bayan proposed the regulation of liquor consumption on big occasions.

“Ket nu mabalin kuma iregulate tayo nga bawal kadagita nga okasyon ti inom ta nu mabartek ti tao ket nu anya man ti sao en na, dagita mangted ti gulo. Why not nga in cash or in kind ti ited da tapno makatulong diay pamilya?,” she stated.


Dickpus strongly suggested that instead of bringing alcoholic beverages, it is better to give cash or in-kind to the families in such way it could be more helpful.


Meantime, the said proposed ordinance is for consultation to the officials and constituents for further examination and improvement of the ordinance.
