Santa Marcela LGU pushes for improvement of barangay services; ARTA and Citizen’s charter writeshop provided

Santa Marcela, Apayao - The Local Government of Santa Marcela led by Mayor Evelyn Martinez, in partnership with DILG-Municipal office and Anti-Red Tape Committee, conducted a two-day Orientation on ARTA Compliances for BLGUs cum Writeshop on the Preparation of the Barangay Citizen’s Charter Handbook to boost all the government services offered at the Barangay level.

Through the training, DILG-Santa Marcela, said the activity held on May 28-29 targeted barangay officials and employees across the town’s 13 barangays.

Municipal ARTA Focal Person, SAO Oscar T. Ramos, during the first day provided an in-depth discussion on ARTA guidelines underlining that government services should be delivered faster with more accessibility for everyone.

MLGOO Mary Beth A. Micu, meantime, discussed the salient features of RA 11032 (Ease of Doing Business Act) and the essentials of a Barangay Citizen’s Charter, underlining the necessity of the BLGU’s commitment to transparency, efficiency, and responsibility in public service.

‘’By our compliance with Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act, we are ensured of a simplified yet effective procedures and processes at the grassroots level, including but not limited to requirements, fees, and processing time to better cater the need of our constituents,’’ she stressed.

The two-day writeshop likewise featured discussions on Feedback and Complaint Mechanisms, and Client Satisfaction Measurement facilitated by DILG-Apayao Cluster Head Merina Cenu and  LGOO II Princess Baisa, respectively.

The highlight of the two-day event was the presentation of the sample drafted charter outputs of participating barangays, wherein  LGU ARTA Focal Person Oscar T. Ramos Jr., MLGOO Mary Beth A. Micu, DILG Apayao Cluster Head Merina Cenu, and LGOO II Princess Baisa served as the panel of critics.

Meantime, Mayor Martinez lauded the undertaking saying it is a significant step to help every barangay preserve best standards in public service and become more responsive to the need of residents.

“Holding such endeavor is crucial to ensure that every action and process relative to delivering services from our barangay officials and workers guarantee proper execution and compliance,’’ she expressed.
