Santa Marcela LGU readies for State of Local Governance Summary; achievements and challenges in past three years discussed

Santa Marcela, Apayao – The Santa Marcela LGU Municipal Planning Technical Working Group (TWG) on July 22, prepared the State of Local Governance Summary (SLGS) - an integral document that provides a comprehensive overview of the LGU’s performance, issues and achievements within the past three years.


As part of its preparation, a workshop among diverse sectors was held to allow the TWG to analyze programs, accomplishments, challenges, and recommendations across all functional areas of the municipality.


Results from said meeting shall serve as the basis for the Executive Briefing for newly-elected officials, giving them a holistic picture of the Municipal Government’s performance in terms of administration, social services, economic development, environmental management, peace and order, participation, transparency, and financial accountability. Similarly, it serves as a solid foundation for plans and development initiatives to benefit the townspeople.

The team adopted a sectoral approach for the workshop to ensure a thorough and accurate representation, sourcing data from existing plans, accomplishment reports, and assessment results from the past three years, offering a clear and detailed understanding of the municipality.


In her talk, Mayor Evelyn Martinez highlighted that the summary report is important as it likewise includes pressing issues and gaps that need to be addressed, especially concerning the delivery of essential services in town.


Municipal Planning and Development chair (MPDC) Lary A. Balanay, with the guidance of MLGOO Mary Beth A. Micu, facilitated the workshop.


Additionally, LGU Department Heads and functionaries, along with representatives from National Line Agency, participated in the presentation and procedural analysis.
