Santa Marcela LGU recognized by DILG-Apayao for effective documentation practices

Santa Marcela, Apayao – The Local Government Unit (LGU) of Santa Marcela, Apayao received a Certificate of Commendation during the Department of the Interior and Local Government–Apayao’s (DILG-Apayao) showcase of documented innovative and best practices on December 18, for its exceptional work in documenting governance initiatives that prioritize effectiveness and transparency.

 

The recognition ceremony was held at the EKB Gymnasium in San Isidro Sur, Luna, Apayao.

 

“Daytoy nga award maysa manen nga pammaneknek that our LGU employees are doing their job and that they are doing well. Pagyamanan tayo ti commendation from the DILG for recognizing the efforts of our workers. I hope that we keep serving the people of Santa Marcela with the best that we can,” said Mayor Evelyn Martinez in an interview.

 

The award was given specifically for the municipality’s exemplary work in documenting its initiatives—a key focus of the showcase, which aimed to highlight how transparent, evidence-based documentation can strengthen local governance. DILG-Apayao noted that the town’s approach sets a high standard for capturing not only program outcomes but also the processes, challenges, and lessons that make its initiatives effective.

 

“This showcase was about sharing ideas that work in our towns. Santa Marcela’s documentation shows exactly how to turn good programs into lasting systems,” said Benjamin D. Vega, MENRO designate, adding that, “Being recognized at this showcase means our work is not just making a difference in our town; it is also inspiring other towns to build more responsive, sustainable, and accountable governance.”

 

The award underscores the LGU’s commitment to institutional learning, continuous improvement, and policies that deliver better public services to residents.

 

Four of Santa Marcela’s initiatives were featured as models during the showcase: the TARNAW Award, which celebrates community excellence; the Basura Mo, Kinabukasan Ko Program, a successful waste management drive; the RIDAM Santa Marcela ARAL Program, which uplifts learners by strengthening their reading skills; and the AYAM Sports Clinics, which empower young people through physical activity and leadership training.

 

The event brought together LGUs from across Apayao to view documented practices, exchange insights, and explore opportunities for collaboration. Santa Marcela’s recognition affirms its role as a leader in turning innovative ideas into well-documented blueprints for improved local governance.
