SP Kalinga sought attention of Duterte to prioritize Cordillera Autonomous Bill

Tabuk City, Kalinga – The Sangguniang Panlalawigan through a resolution reiterated the call for the prioritization of House Bill No. 5343 or ‘An Act Establishing the Autonomous Region of the Cordillera (ARC)’ as an urgent and priority bill.


Members of the Sangguniang Panlalawigan headed by Vice Governor Dave Odiem, through Resolution No. 2021-144, appealed to President Rodrigo Duterte to certify as urgent and priority bill the House Bill 5343.


The resolution was submitted after the visit of Presidential Chief Legal Counsel Salvador Panelo in Kalinga last August 1, where a forum with the local officials in Kalinga was held at the Davidson Hotel.

Said appeal to President Duterte to certify the autonomous bill as urgent was among the topic during the forum.


As recalled, House Bill 5343 was filed on March 20, 2017, by Cordillera Administrate Region district representatives at the time – Teddy Baguilat Jr. of Ifugao; Joseph Bernos of Abra; Eleanor Begtang of Apayao; Ronald Cosalan of Benguet; Maximo Dalog of Mountain Province; Mark Go of Baguio City; and Allen Jesse Mangaoang of Kalinga.


In said bill’s explanatory note, the different representatives cited that “Cordillera autonomy is seen as the most effective option to provide the region with the needed solid foundation to pursue sustainable development as the region hopes to benefit from the management and use of its natural resources. Cordillera autonomy will bring the national attention as well as the benefits of accepting and promoting cultural diversity through the formulation of multi-cultural policies for Indigenous Peoples.”
