Spitting “Momma” prohibited in Baguio City WITH EXEMPTION

Baguio City, Philippines – A new ordinance is enforced in the City of Baguio which prohibits chewing betel nut and spitting of its quid in public places and prohibits establishments from allowing and tolerating the act as means to ensure public health safety.

To ascertain implementation, Mayor Benjamin Magalong has ordered the Baguio City Police Office and Public Order and Safety Division to make sure the ordinance is followed.

According to the City Ordinance 35-2020, any person or entity violating the city ordinance shall pay P500 or four hours of community service for first offense, P1,000 or six hours of community service for second offense and P2,000 or eight hours of community service, serving a jail term for a period not exceeding three months or both at the discretion of the court.

The said ordinance likewise disallow the selling of “momma” to minors.

In a report by the Baguio Public Information Office, those who violate the said ordinance will be issued citation ticket/s which shall be paid at the City Treasury Office within five working days from the date of issuance, or render community service.

Meantime, business establishments violating the ordinance might incur suspension of operation or revocation of business license or permit in case of a business entity or establishment.

On the other hand, an exemption was provided stating that during indigenous people’s gathering the chewing or spitting of momma is given consideration but with cleanliness and sanitation maintained.

Baguio PIO reported that in this case, those who chew and spit “momma” must possesses “required spittoon; no emptying, draining or scattering of spittle or contents of the spittoon; and, no throwing, dumping or leaving of used spittoon in the venue of the gathering except in authorized place.”
