‘Strong values at home build champions in life and in service’ – Mayor Abay on victory of yTinglayan soldier at 33rd ASEAN Armies Rifle Meet

Tinglayan, Kalinga – The entire Municipality of Tinglayan takes pride in the international achievement of its son, Sergeant Joker So-ang, who emerged as the overall champion in the 33rd Association of Southeast Asian Nations (ASEAN) Armies Rifle Meet held in Singapore.


So-ang, who hails from Buscalan, Tinglayan, is a member of the Philippine Army Shooting Contingent (PASCON) that competed in the event from November 18 to 28, 2025. The ASEAN Armies Rifle Meet is an annual shooting competition among top military marksmen aimed at fostering camaraderie and professional exchange among armed forces in the Southeast Asian region.


During the 10-day competition, So-ang dominated his counterparts, earning the title of overall individual champion and winning a gold medal in the Carbine event.


Returning to his roots, So-ang paid a courtesy visit to Mayor Charles Abay at the mayor’s office on January 19, where the local chief executive expressed the town’s pride in his achievement.


In a statement, Mayor Abay said that So-ang is a true inspiration, particularly to the younger generation of Tinglayan, encouraging them to dream bigger and achieve greater heights through perseverance and dedication.


“We appreciate you for carrying your culture and heritage wherever you go. You are a true inspiration and a source of pride to the people of Tinglayan, Kalinga, and the entire Philippines. This victory of our son and brother proves that strong values at home build champions in life and in service,” Abay expressed.
