Tabuk City SP regular session postponed for lack of quorum

Tabuk City, Kalinga – The regular session of the Sangguniang Panlungsod today, February 8, 2021, was postponed due to lack of quorum with only half of the members present.


Based on the attendance only 7 out of 14 SP members were present at the venue when the roll call was done. Due to having not enough SP members to be authorized to make decisions, Vice Mayor Bernard Glenn Dao-as declared the adjournment of the meeting after the prayer.

The meeting should have started at 10AM in the morning, but due to lack of numbers to reach a quorum, the 6 members waited for almost an hour. When they observed no one was coming to join them, the members present decided to adjourn.


Those who were present were Castor “Baby” Cayaba, Martinez Vicente, Atty. Zorayda Wacnang, Eduardo Sacayle, Atty. Yanick Bagayao, and the Vice-Mayor.


The agenda for the session that should have been discussed for approval and disapproval include the following:

· Letter from the City Mayor requesting for an immediate passage of a resolution authorizing the City Mayor to enter into a Memorandum of Agreement between the Department of Labor and Employment – Cordillera Adminstrative Region represented by the Regional Director Exequiel Ronie A. Guzman and the Local of the Post CoViD-19 Tulon Panghanapbuhay sa Ating Displaced / Disadvantaged workers (TUPAD)


· Letter from the City Mayor transmitting a letter from Barangay Captain Christito G. Lumibcan of Barangay Calanan requesting the City Mayor for a transfer of fund for the purchase of lot with a total amount of Three Million Two Hundred Fifty Thousand Pesos (P3,250,000.00) to the account of Barangay Cabaruan.


· Letter from the City Mayor transmitting a letter from Barangay Captain Virgilio G. Ancheta of Barangay Cabaruan requesting the City Mayor for a fund trnsfer for the purchase of lot with a total amount of Four Million Pesos (4,000,000.00) to the account of Barangay Cabaruan.

· Letter from the City Mayor transmitting Resolution No. 01, series of 2021 from Tinglayan Patad Organization requesting the Local Government Unit of Tabuk City to allocate One Hundred Fifty Thousand Pesos (P150,000.00) for livelihood assistance of the organization.


· Letter from the Ms. Irene S. Angway, OIC-Schools Division Superintendent of Schools Division of Tabuk City requesting to consider their proposed realignment of the Purchase Request in terms of quantity, units and cost vis-a-vis the PPMP which was earlier submitted.


· Letter from Mr. Raymund Toctocan requesting for the approval of Camp L&C building permit located at Bagumbayan, Tabuk City, Kalinga.


· Letter from Engr. Tito R. Linga, Project Supervisor/Acting General Manager of Kalinga-Apayao Electric Cooperative, INC. requesting that the ERC Case No. 2020-049 CF, the Kalinga Apayao Electric Cooperative, Inc. Application for Confirmation and Approval of Calculations of Over or Under Recoveries in The Implementation of Automatic Cost Adjustments and True-Up Mechanisms for the period 2017 to 2019 be posted at the Bulletin Board of the Sangguniang Panlungsod and thereafter, a Cetication (with suggested format)bearing the Dry Seal of the Sanggumiang Panlungsod be issued as proof of posting.

· Letter from Barangay Captain Cosme B. Gun-awa, Sr. transmitting resolutions for consideration and favorable action, to wit:


a. Resolution No. 37 “RESOLUTION REQUESTING THE SANGGUNIANG PANLUNGSOD OF TABUK CITY TO PASS AN ORDINANCE NAMING THE PUBLIC GYMNASIUM WITHIN THE PUBLIC MARKET, PUROK 4, BULANAO, TABUK CITY, KALINGA AS MANUEL ANDAYA ESTRANERO, SR. SPORTS COMPLEX.”


b. Resolution No. 38 “RESOLUTION REQUESTING THE SANGGUNIANG PANLUNGSOD OF TABUK CITY TO PASS AN ORDINANCE NAMING THE BLOCK 2, PUROK 1 BULANAO, TABUK CITY, KALINGA AS SITIO TEOFILO PILANDO, SR.”

c. Resolution No. 39 “RESOLUTION REQUESTING THE SANGGUNIANG

PANLUNGSOD OF TABUK CITY TO PASS AN ORDINANCE NAMING THE STREET AT UPPER PUROK 6, BULANAO, TABUK CITY, KALINGA ENTERING TESDA OFFICE TO SAGPAT, PUROK 6, BULANAO, TABUK CITY, KALINGA AS GUNNAWA STREET.


d. Resolution No. 40 “RESOLUTION REQUESTING THE SANGGUNIANG PANLUNGSOD OF TABUK CITY TO PASS AN ORDINANCE NAMING THE STREET AT BLOCK 1, PUROK 1, BULANAO, TABUK CITY, KALINGA ENTERING FROM PROVINCIAL ROAD GOING DOWN TO LOWER PUROK 1, BULANAO, TABUK CITY, KALINGA AS AGNAYA STREET.”
