TAMPCO conducts referendum this March 2021 to renew its term of existence

Tabuk City, Kalinga ̶ Tabuk Multi Purpose Cooperative (TAMPCO), a billionaire cooperative in the city, is set to conduct its referendum and consent resolution this March 7-21, 2021.


Since TAMPCO reached its 50 years of existence, the cooperative has to renew its license until it expires on October 21, 2021 from the Cooperative Development Authority (CDA). If things go as intended, TAMPCO shall have another 50 years to serve the community.


Why referendum and consent resolution and not thru a general assembly?


The current pandemic hampered TAMPCO's regular general assembly due to the restrictions of mass gathering imposed. Because of this, a referendum as well as consent resolution was chosen as an alternative.

Under the Inter Agency Task Force guidelines, mass gathering is still prohibited and that the Kalinga astrodome, where TAMPCO used to have its general assembly for the past years, can only accommodate 5,000 people and the rule is only 50% of the area.


Given the situation, the CDA gave 3 options to the cooperative as an alternative: teleconferencing, sequential assembly, and referendum.


As to the teleconferencing which is done virtually, it is impossible to get the decision from majority of the members. For the sequential assembly, on the other hand, Bagano said that it could be done in the barangays or they will accommodate 2,500 of its members every day at the astrodome.


Such strategy, nevertheless, will slow down the process and will cost much time and resources.

Learning about how a cooperative in Cebu renewed its franchise through consent resolution, TAMPCO was advised to do the same by the cooperative’s legal officer.

We will go on with the referendum ta authority met iti nangibaga nga ag-referendum tayo, CDA met and at the same time, we will go on with the consent resolution,” he said.




Through the referendum and consent resolution, the members shall decided on whether or not they want TAMPCO to renew its registration, to increase the authorized share capitalization to P8 billion, and to authorize the board of directors to approve necessary documents needed for 2021 normal operation of TAMPCO.


For the referendum and consent resolution to be successful, two thirds of TAMPCO’s members must say yes.
