TASA, PMD Cockpit Arena granted authority to operate

Tabuk City, Kalinga―The grant of franchise to operate and maintain the cockpit of the Tabuk Amusement and Sports Arena (TASA) and PMD Amusement Arena has been deemed approved by the members of the Sangguniang Panlungsod during their regular session on May 20.


Both TASA and PMB may resume their operation when quarantine restriction eases.


The move was made by the august body following the un-acted ordinances by the Local Chief Executive on the grant of franchise of both Tabuk Amusement and Sports Arena (TASA) and PMD Amusement Arena to operate and maintain the cockpit.

The Local Chief Executive, as cited, has not taken action to approve or disapprove said ordinances.


According to the SP secretary, an ordinance is already considered as deemed approved after ten (10) days without action.

Mayor Estraňero’s veto against the ordinances


It can be recalled that the ordinances granting franchise to operate and maintain the cockpit arena in the city passed by the Sangguniang Panlungsod were vetoed by Mayor Darwin Estrañero.


In his veto message, Mayor Estrañero stated that a certain section contravenes the provisions of DILG Memorandum Circular No. 2020-140.


The author of the two ordinances then deleted the afore-cited provision.



Operation of TASA and PMD


Tabuk Amusement and Sports Arena (TASA) is located at Mapaoay, Nambaran while PMD Amusement Arena is at Nasgueban, Appas, Tabuk City, Kalinga.


The grant of franchise allows the operators to hold and/or conduct betting, either directly or indirectly by any means of mechanical, electronic, and/or computerized totalization.

The ordinances stated that no person less than 18 years of age shall be allowed inside the establishment anytime. The operator, manager, or permit holder shall be responsible for strict compliance with the rules and regulations and any violation shall punishable as stated in the law and other applicable ordinances.


It was also mentioned that the operation of TASA and PMD shall be subject to the provisions of City Ordinance No., 001, Series of 2017, enacted on January 9, 2017 or Ordinance Prescribing the Guidelines for the Granting of Authority or License to Operate Cockpit Arena.


In a separate interview, PMD disclosed that they are paying more or less 20 thousand pesos of tax semiannually.
