Tinglayan barangays vie to attain drug-free status

Tinglayan, Kalinga – The twenty barangays of Tinglayan are now on the process of completing the Philippine Drug Enforcement Agency (PDEA) requirements for their certification to be declared drug-free.


Out of the 20 barangays, Tinglayan has seven drug-cleared barangays namely Bangad Centro, Basao, Bugnay, Loccong, Poblacion, Tulgao West, and Upper Bangad.

Ten are identified unaffected barangays to include Ambato Legleg, Belong Manubal, Lower Bangad, Dananao, Luplupa, Mallango, Ngibat, Old Tinglayan, Sumadel 1, Sumadel 2.


From those classified as unaffected barangays, Shirley Langad of the local government unit (LGU) of Tinglayan informed that three have already completed their documents to include Dananao, Old Tinglayan and Ambato.

The barangays of Buscalan, Tulgao East, and Butbut Proper however are still identified as drug affected considering the presence of marijuana plantation in said areas.


To be declared free of illegal drugs, the oversight committee on Barangay Drug-Clearing Program chaired by PDEA “must convene and validate the non-availability of drug supply in the area” and shall also validate “the absence of drug transit activity, clandestine drug laboratory, and chemical warehouse, marijuana cultivation site, drug den, drug pusher, and user”.

Documents to be submitted


For unaffected areas, they need to submit a folder containing their application letter, Barangay Anti-Drug Abuse Council (BADAC) reactivation and revitalization resolution, monitoring mechanism, BADAC on existence of drug awareness, preventive education and information and other related programs, BADAC Resolution of existence of Voluntary and Compulsory Drug Treatment and Rehabilitation Processing Desk with picture and Annual Investment Plan which highlight the budget for anti-Drug Initiative.


Other requirements are certification for absence of drug personality, illegal activities and illegal drugs facilities from RIO and PDEA, Validation Report from Intelligence Officer from PNP attested by AFP or PNP, validation report from Provincial Officer, PDEA and attested by PO and PDEA and activity report with captions.

For the affected barangays, they are required to submit two folders containing BADAC resolution orders, training certificates gained from the Department of Health, color-coded PDEA-PNP Certified BADAC Watch List, profiles of identified individuals, documents on house visitations, and implementation of intervention program reports.


Drug-cleared barangays are also required to submit two folders comprising of Resolution of presence of Active Drug Personalities, Booking of Certified Identified Drug Personalities (CIDP), and After Activity Report (AAR).
