Tinglayan LGU receives PSA collected community data; improved gov’t planning expected


Tinglayan, Kalinga – With relevant and reliable data collected by the Philippine Statistics Authority through the Community-Based Monitoring System (CBMS), evidence-based policymaking and development planning shall greatly improve for the Local Government Unit of Tinglayan.


This is after PSA-Kalinga, represented by the Chief Statistical Specialist, turned over the processed data to Mayor Sacrament Gumilab on November 23.

CBMS is a tool that assesses poverty at the local level. It covers the collection of data from households, which serves as a basis for policymakers and program implementers.


By virtue of RA 11315 or the CBMS Act, PSA plays the lead role in its implementation and in collaboration with the Department of Interior and Local Government and the Department.


During the turnover ceremony, Mayor Gumilab expressed his gratitude to the implementing agencies, emphasizing how important the work they have done in government planning is.


Mayor Gumilab said the data is deemed important as it serves as the ‘foundational basis for planning and targeting households.’

Apart from being an advantage in planning government programs, this will likewise support the aspirations embodied in the municipality’s battle cry, “Tongrayan Umunno-Unnoy."


“This data-driven approach will enable tailored development of programs and initiatives that address the specific needs and aspirations of the people of Tinglayan. CBMS is a roadmap that will guide us in addressing the challenges we will face,” he stated.


The data turnover was regarded by the local chief executive as not just a transfer of information but a ‘commitment to a more informed, responsive, and community-centric approach to governance.’
