Tinglayan, Kalinga finalizes comprehensive dev’t plan to eradicate marijuana

Tabuk City, Kalinga - A comprehensive development plan aimed at eradicating marijuana in Tinglayan is now being finalized by the local government unit of Tinglayan, Mayor Sacrament Gumilab relayed Monday, January 9.

When completed, the plan will be presented to the members of Task Force Chumanchil for further deliberation prior to its adoption and subsequent submission to the Regional Peace and Order Council-Cordillera.

The task force specially formed in stopping marijuana cultivation in the ‘top marijuana producer’ municipality in the Cordillera was earlier called for a workshop in November last year.

Said workshop served as an avenue for its members to suggest projects and programs the government could provide for marijuana cultivators in Tinglayan to totally abandon their ‘illegal source of livelihood’.

As a result, inputs from law enforcement agencies for the demand-supply reduction, education programs from the religious sector, and academe were solicited.

Likewise, livelihood, and infrastructure development programs from other national-line agencies and other development programs for barangay and municipal officers that may be implemented were also obtained.

These were put into writing to be included in the plan that would serve as a road map in solving the overdue marijuana problem in the municipality.

Relative to this, the Philippine Drug Enforcement Agency has recently suggested orchid farming to the Dangerous Drugs Board as an alternative for marijuana cultivation in the region.

PDEA-CAR Regional Director Gil Castro mentioned that the said strategy was adapted from that of Thailand as a stalk of an orchid flower is equivalent to the price of a brick of marijuana.
