Tinglayan LGU to reform 102 drug surrenderees through a rehab program

Tinglayan, Kalinga—The Local Government of Tinglayan will be providing a community-based treatment and rehabilitation services to individuals involved in drugs in the locality next month.


Municipal Administrator Noel Macaiba reports this on Thursday, June 24, 2021, saying that this is in support of President Rodrigo Duterte’s campaign against illegal drugs, that directed the local Anti-Drug Abuse Councils (ADACs) to facilitate the establishment of community-based treatment and rehabilitation services and intervention of surrenderees found to be of low-risk or having mild substance use disorder.


The Tinglayan Municipal Police Station as of 2018, recorded a total of 102 individuals involved in illegal drugs, including 6 drug pushers, 41 drug users, and 55 drug cultivators.

Municipal Information Officer Larae Lactao said that the identified drug users will be the first to undergo the rehabilitation process to be followed by the drug cultivators.

“Ma-rehabilitate dagituy tapnun matulungan tayu isuda nga ag-recover from addiction to drugs ta dagituy gamin ket haan a severe diay withdrawal symptoms da,” Lactao said.

Meantime, Macaiba said a modular scheme of rehabilitation process comprises a series of lectures and activities will be provided for the drug surrenderees.


This, he said, will also follow a community-based approach and will last for about four to six months.


The beneficiaries will be provided spiritual guidance, moral recovery lectures, lectures on the disadvantages of drugs, and will also undergo counseling sessions with family members.


“In every module, adda met lang ti maar-aramid nga assessment nu talaga met lang nga adda nagbaliw kanyada,” Macaiba stated.


If the surrenderees complete the rehabilitation program, Macaiba said that community re-integration program will follow thereafter.


“Adda ti community re-integration nu successful ti rehab da, biruken tayu nu kasanu da nga agbalin a productive member iti community by provision of livelihood assistance,” he said.


As recalled, listing of drug pushers and users started in 2016, and those listed were encouraged to undergo rehabilitation and treatment services.


Involved in the community-based rehabilitation process is the Bureau of Fire Protection, Philippine National Police, Department of Health, religious sectors, Municipal ADAC, and barangay officials.
