Tabuk City, Kalinga – Tinglayan, Tanudan, and Lubuagan are the three municipalities in the province with the lowest index crimes for the year 2020.
From the data provided by the Kalinga Police Provincial Office, there is a total of 60 index crimes recorded in 2020, this is 22 cases lower than the cases recorded in 2019.
Tinglayan and Tanudan recorded zero while Lubuagan recorded one incident.
For Tinglayan, Mayor Sacrament Gumilab said that apart from the active information education campaign and continuous visibility of the Philippine National Police, the core values of Bodong – Paniyaw, Ngilin, and Bain play huge role in keeping the people from committing crimes.
“Diyay ngay iti dakkel nga tulong na daytoy Bodong system iti panangprevent iti index crimes ditoy ayan tayo kasi gapu iti Bodong, mabain iti Bonodngan nga agaramid, talaga nga iwasan da nga agaramid iti crimes kasi adda iti Bodong,” Gumilab said.
Gumilab added that the system is further strengthened by their Peace Core which are distributed in the barangay to help the barangay officials. They serve as mediators and advisers to prevent aggravation of the case that can lead to a crime. “... ditoy more on prevention, maymayat nga i-prevent tayo kaysa agreact tayo nu adda naaramid,” Gumilab added.
Meantime, the Tinglayan Mayor said that they are going to further strengthen the enforcement of discipline among the people in terms of liquor consumption since he said, this makes people especially the teenagers lose control over their body and will more likely induce them to commit a crime.
“Dagitoy teenagers talaga iti problema tayo ngay, isu paggapgapwan na ta nu dagitoy nataengan met medyo awan met, haan met unay,” he said.
Meanwhile, Tanudan Mayor Jaedicke Dagadag said that they opt for prevention, before any crime sparks, the elders who are assigned in every barangay immediately intervene.
“Nu adda ngay iti agrugrugi nga krimen dita, iti ikaskasta mi ket aregloen mi nga dagus. Kasjay iti trabaho dagiti lalakay, dagiti negotiator tayo, isu iti kukwe en da,” he said. “Maareglo nga dagus, malpas nga dagus ta haan mi kayat nga mabayag,” he added.
Additionally, the Tanudan mayor said that there are not many crimes in the municipality, the only main issue is drinking of liqour, “ken diyay lang met dagiay bartek lang gamin ti kaso kaso dita.”
He said that other barangays have the KALIPI control the people and prohibit them to drink unless there is an occasion. He added that they are also looking if they can make an ordinance about drinking too much alcohol.
“Haan da kuma nga sobsobraan, nu uminom da lang kuma ket mayat kuma nu diyay pang ikkat da lang iti bannog da ngem dagitoy babaros iman nu uminom da ket, nu mabartek da agpupukkaw da, agkikinursunada da. Ket dagiay kuma iti iwiwasan, dagitoy inom inom ta nu kasta ket natalna iti ili,” he said.
Lubuagan Mayor Charisma Dickpus, in an interview, mentioned that the barangays do their part in keeping the community safe and in order. “...dagitoy barangays tanu adda iti gulo i-settle da ijayen. Umay dagiay agkakaaruba, haan pay ah mga magnan iti barangay, isuda metlang iti mang ayos,” Dickpus said.
“Diyay iti pagsiyaatan iti ugali tayo ta siyempre adda latta jay kuna tayo nga bain isunga mapan da met iman umareglo nga dagus nu adda iti kakasta,” the mayor added.
Moreover, Dickpus said that most cases in the municipality are caused by drunk residents creating disturbance especially the youth.
“Kaaduan nga cases tayo lang ditoy ket dagiay nabartek nga aglaaw-laaw,” Dickpus said.
Dickpus reminds the people in Lubuagan that the maintenance of peace and order is not only the job of the police but the community as a whole, “haan lang nga pulis iti akin trabaho ditoy, datayo a nga community iti number one kuma nga tumulong nga mangmaintain iti peace and order.”
