Tinglayan tour guides undergo Basic Life Support Training

Tinglayan, Kalinga – To assist those in the tourism sector prepare for the possible re-opening of tourism activities in this municipality, the Municipal Tourism Office in partnership with the Bureau of Fire Protection provided Basic Life Support Training to their 21 tour guides on Tuesday, April 27, 2021.


Municipal Information Officer Larae Lactao, in an interview, said that the training is one requirement for tour guides to get a license to operate; this is aside from the seminars on quality service and knowing the right information to effectively promote their tourism sites.

In an interview with Fire Officer I Chandu Buyogan of the Bureau of Fire Tinglayan, the tourism office, he said, invited BFP Tinglayan as speakers for the Basic Life Support Training where they provided lectures and demonstration for the participants.


“Gapu garud dituy Covid-19, lecture lang and demonstration ti napasamak uray met lang diay bandaging,” Buyogan said.


It is vital for tourist guides to equip themselves with the right training when dealing with medical emergency situations such as sudden cardiac arrests while performing their jobs.



Participants were taught the five emergency principles. These are the following: scene survey wherein you have to introduce yourself and secure the victim’s consent; initial assessment or knowing what kind of first aid the victim needs; activating medical assistance; secondary assessment or conduct of thorough inspection to check for other injuries; and referral or referring the patient for further evaluation and management.


For Buyogan, said training should not only be undertaken by tour guides, but also for individuals, and at least one member of every household.

“Every household metlang kuma ket adda maysa a ma-train iti makunkuna a BLS such as CPR kasla kuma nu adda ma-heart attack ket ammu da nu anya dagiti dapat nga aramiden da,” he stated.


BLS he said could also be applied when someone is electrocuted, experiencing attack of high blood pressure, drowned or had been suffocated.


BFP’s Oplan Ligtas na Pamayanan on the road


When asked regarding the BFP’s Oplan Ligtas na Pamayanan on the Road Program, he narrated that the program was formulated after the number of fire incidents in Metro Manila decreases following the agency’s inspection on business establishments to check if there are hazards that may cause fire and made necessary actions.

“Nagkaroon ti inspection kadagidiay business establishments, manipud nangrugi diyay inspection, nadlaw da a bimmaba diay cases ti puur isu nga imbaba da kadagiti barbarangays tapnun pati balay ket mai-nayun a ma-inspect ta kitaen nu adda improvement,” he said.


“Kitan nu adda hazard during house to house inspection, surwan iti kitchen management tapnu maiwasan ti puur,” he added.


House to house inspection, he informed, were already made at Lower, Centro and Upper Bangad and the activity is currently being conducted to households in Barangays Ambato, Belong-Manubal, and Centro Tinglayan.

The formulation of a Community Fire Protection Plan (CFPP), he said shall be done next after the activity.


CFPP is a detailed fire prevention plan for the community based on the three main principle of fire prevention which include, Hazard Evaluation, Elimination and Tactical Defense, and the Brigada ng Bayan tungo sa Ligtas na tahanan at Pamayanan (Bayanihan) Program.


“Nu once a naka-create kamin ti CFPP, addan ti target, kitan min tu dagidiay participants and then i-train min tu isuda iti 3 to 5 days about rescue, bandaging, and basic skills in firefighting,” Buyogan said.
