Tabuk City, Kalinga―To strengthen the protection of women from Violence against Women (VAW) in the grassroots, Kalinga Provincial Social Welfare Development Office conducts Talakayan towards VAW-free Barangays this November 25 with emphasis on pursuing violence free barangays.

Said discussion is attended by the VAW desk officers, Barangay Council for the Protection of Children (BCPC) members, and Women Welfare focal persons as part of the18-day Campaign to End Violence from November 25-December 12.

Judith Puday, PSWDO Gender and Development (GAD) focal person, explained that the discussion is in time to strengthen the barangays to become pro-active in responding to violence against women.

“Isunga iad-advocate tayo daytoy nga maging vigilant dagitoy VAW desk officers tayo tapno adda ti tumarayen dagitoy VAW victims. Kasi as of now ti reported rape case tayon for the 2020 is 13, rape case lang diyay and we have other cases like domestic violence, etc,” she uttered.

This is also to inform the service providers of the roles and responsibilities of Barangay VAW Desks, basic concepts on VAW/gender-based violence (GBV), RA 9262 (Anti-VAWC Act), RAs 7877 and 11313 (Anti-Sexual Harassment Law and Safe Space Act), and RA 9208 (Anti-Trafficking in Persons Act), establishment of VAW desks in every barangay, and the referral network in effect for victim survivors.

The campaign includes adorning “landmarks” or “iconic spots” with the color orange for 18 days to signify support. It sparks the public’s curiosity, thereby providing opportunities for advocates to explain the cause. As a bright and optimistic color, orange was chosen to symbolize a brighter future for victim-survivors of said violence.

In addition, distribution of IEC materials that include primers, brochures, and posters with information of VAW will be distributed to VAW desks officers of different barangays to further capacitate them. Moreover, hanging of streamers to help advocate the activity and create consciousness on VAW shall be done in strategic places.

The said 18-day campaign is an advocacy campaign that is observed annually from November 25 to December 12 as mandated by Proclamation 1172 s. 2006.
