'We need not only quality but also advanced education' - Gov. Tubban

Tabuk City, Kalinga – Governor Ferdinand Tubban, through his representative Mr. Brent Busaing Martinez, has challenged Tabuk City DepEd to provide not only quality but advanced education to cope with the fast changing demands of the market and society.


“Nowadays, all systems are interlocking ones that should encompass not merely conventional programmes in education but also the borderless, public, vocational, and continuing education,” he said.

This he emphasized during the inauguration of the new DepEd building which houses the School Division Office (SDO) of the City while delivering a talk regarding the evolution and realization of the SDO and the putting up of the building.


Tubban also mentioned that “an organisation must move with the times, in terms of its hardware and software. As we share the joy of inaugurating the SDO's new home, we also embrace the shared vision and commitment to safeguarding quality assurance of the education and the training sector locally, regionally and globally.”


In his message, the Governor recognized the contributions of the many people who made the edifice be erected as well as the hard work of those who expanded the ambit of the said office. Additionally, he lauded the sacrifices of the teachers who among many are the movers and unseen actors which made it possible for SDO to succeed.


“Dakayo met laeng ti nangiyaramid iti daytoy. Nu saan kayo simmoporta wennu naggaraw, narigat met nga naipatungpal daytoy. Isu nga gaggeten yo… We have to teach well our children for the future… The quality of our teachers is the quality of our students. But we do not only need quality education, but also advanced education,” read his representative.


The Governor likewise thanked Usec. Alain Del Pascua for his support to DepEd in Tabuk and Kalinga, Congressman Allen Jesse Mangaoang for the expansion of education and conversion of schools, and Mayor Darwin Estrañero for his contributions.


Tubban, towards the end of the message, underscored that “The building opens a new space for commitment and importance, designed to meet the increasing demand and expectations of the Schools Division Office,” and thus he wishes “all superintendents, chiefs of offices, members, and staff a very pleasant working environment. May I also wish you all good health and every success.”


The SDO Dep-Ed Tabuk City Building


The thought of having an SDO building started with the conversion of the municipality of Tabuk into a city component in 2007. During then, the LGU did not provide its own School Division Office because it lacked necessary requirements for its establishment.


In 2012, then DepEd- CAR Director Ellen B. Donato learned that the city could apply for its own SDO as the minimum requirements regarding the number of schools and manpower have been met, and so a request was made for the establishment of the Tabuk City Schools Division.


Governor Ferdinand B. Tubban as the Mayor of Tabuk City back then, immediately, I ordered our legal officer, Atty. Ken Emery Martinez, to coordinate with Kalinga Schools Division and DepEd regional office to prepare the necessary requirements and legal documents which Atty. Martinez did quite fast. The result is a draft Memorandum of Agreement(MOA) between LGU and DepEd.


On October 23, 2013 together with Regional Director Donato and Kalinga Schools Division Superintendent Carolyn Verano, the MOA was signed. Then, the MOA was sent to Education Secretary Luis Vistro and was signed.
