Marijuana vapes reach Baguio schools; PDEA-CAR traces supply network to online sellers

Baguio City, Philippines – The Philippine Drug Enforcement Agency-Cordillera (PDEA-CAR) is investigating the alleged sale of marijuana-laced vape products in schools in Baguio City after anti-drug operations uncovered a possible supply network involving online sellers and courier services.


The investigation was launched following reports that students had gained access to vape devices containing tetrahydrocannabinol (THC), the primary psychoactive compound found in marijuana.


Marijuana-laced vapes are electronic cigarettes or disposable vape pens filled with cannabis extracts such as THC oil or distillates instead of traditional nicotine e-liquid. These products are often marketed in fruity or sweet flavors, making them difficult to distinguish from ordinary vape products.


Health experts have warned that THC use among adolescents may negatively affect memory, attention, coordination, learning ability, and decision-making, particularly because the brain is still developing during adolescence.


According to information cited by PDEA-CAR through the Daily Tribune, laboratory examinations confirmed that two vape devices voluntarily surrendered by a school tested positive for THC.


Intelligence reports also indicated that marijuana-infused vape cartridges are allegedly being sold to students for as much as P2,500 per cartridge within school premises.


Authorities further revealed that suppliers are suspected of using online platforms and courier services to transport the illegal products before distributing them through designated drop-off points and meet-up locations.


The findings have raised concerns among law enforcement agencies and school officials, as the alleged distribution scheme appears to exploit online transactions and delivery services to reach young users.


The issue follows an earlier anti-illegal drug operation in June 2025, when authorities seized approximately P600,000 worth of vape products from a social media influencer who was allegedly recruiting vape distributors and resellers through online posts.


In response, PDEA-CAR has intensified coordination with the Baguio City Police Office, school administrators, and barangay officials to curb the spread of illegal vape products among students.


Authorities have also launched surveillance operations in identified areas while continuing efforts to identify key suppliers and dismantle distribution networks operating within and around educational institutions.


The investigation remains ongoing as authorities work to determine the extent of the operation and prevent marijuana-laced vape products from reaching more students.
