“We are more able to handle disasters with continuous updates, coordination”-Gov. Tubban

Tabuk City, Kalinga-Provincial Governor Ferdinand B. Tubban believes that by staying proactive while working together “we are more able to handle disasters as they come.”


This was underscored by the governor as he commended the efforts of the Provincial Disaster Risk Reduction Management Council (PDRRMC) during the Orientation Seminar on Disaster Resiliency at M Hotel, Appas, Tabuk City, on July 29, 2021.


In a message delivered by Executive Assistant Elizabeth Balais II, the governor expressed gratitude to LDRRM Officer IV Jolanta Baac, saying that the activity they initiated would not only improve the preparation capability of all concerned but also their readiness to be pro-active which could help mitigate the impact of any disastrous situation.


The orientation was designed to equip the participants from the different government offices to train them on the necessary preventive approach and basic knowledge of disaster preparation.


Tubban recalled the disastrous experience when the deadliest Super Typhoon Yolanda hit the country on November 8, 2013, leaving 6,300 dead and P95.5B worth of damages.

To prevent loss of life and property from the massive effects of disasters such as floods, landslides, and earthquakes, the government, he said, had been conducting capability and resiliency trainings, strengthening campaigns on disaster vigilance, and enhancing the information exchange to boost disaster preparation among key stakeholders and communities.


Meanwhile, in a Facebook Post, the governor said “ti kalamidad ket saan tayo nga alaen a bareng-bareng, masapul tayo ti umno a preparasyon, panagadal, gamit, ken koordinasyon tapno makontrol ti negatibo nga epekto na.”


Tubban added that the most important thing is saving lives and making sure that there are systems, procedures, equipment, people and plans to mitigate any untoward incidence before, during, and after disasters.


The governor ended his message with the wise words of Albert Einstein: “The problem that we face today cannot be solved by the same level of thinking that created them.”


During the event, Theories and Fundamentals of Disaster Resilience were discussed by Senior Fire Officer III (SFO3) Romarico A. Dacuycuy III of Bureau of Fire Protection-Kalinga while the Role of Government Employees in Attaining Disaster Resilience was explained by Police Senior Master Sergeant (PSMS) Jomar P. Ybanez.
