204 rice farmers of Agbannawag, Tabuk City received P1M cash assistance from DA


Tabuk City, Kalinga – Around 204 rice growers in Barangay Agbannawag, Tabuk City received their P5,000 cash assistance from the Department of Agriculture through the City Agriculture Office on November 3-4, 2022.


The subsidy is under the Rice Competitiveness Enhancement Fund – Rice Farmers Financial Assistance (RCEF-RFFA) - a direct cash transfer through the Department of Agriculture (DA) to the eligible rice farmers as compensation for the projected reduction or loss of farm income arising from the tariffication of the quantitative import restrictions on rice.

RCEF-RFFA is based on the provision of Republic Act 11203 or rice trade liberalization law saying the excess of the P10 billion annual tariff revenues shall be used for the following purposes: financial assistance, titling of lands, crop insurance and crop diversification.


Michelle Lumas-i, Tabuk City Agriculturist 1, explained that the recipients are the rice farmers in said barangay that have 0.5 to 2.0 hectares and were registered in the Registry System for Basic Sectors in Agriculture (RSBSA) form provided by the DA.


Lumas-i said beneficiaries are advised to use the cash for securing their farm inputs such as fertilizers and oil farm machinery.


A total of 6,910 rice farmers in Tabuk City benefitted from the RCEF-RFFA program in the fourth quarter of 2022.
