24 Children of former rebels in Kalinga granted educational assistance


Tabuk City, Kalinga – In the year-end report of the Kalinga Provincial Social Welfare and Development Office, it disclosed they granted educational assistance to 24 children of former rebels in 2021 under the former rebel welfare program.


This educational assistance is part of the aid package given by the government through the Enhanced and Comprehensive Local Integration Program(E-CLIP) which primarily aims at helping rebels who surrendered.


Of the 24 children given educational aid; 10 are from Tabuk City; 7 from Balbalan; 5, Pinukpuk; and 2 from Lubuagan.

Each was given P5,000 to pay for their tuition fee and other educational needs.


Provincial Social Welfare and Development Officer Rosemaritez Oyawon likewise said former rebels were endorsed to the Department of the Interior and Local Government for an additional E-CLIP package.


Self-enhancement activities for former rebels


In 2021, the PSWDO, still under the former rebel welfare program, facilitated psychosocial support. This was conducted to 19 former members of the Communist Party of the Philippines - New People’s Army and Militia ng Bayan.

This is to help them overcome and process the psychological trials they had to endure when they were still active members of the CPP-NPA and Militia ng Bayan to help them move on to a new and peaceful life with their loved ones.


Governor Ferdinand B. Tubban in an interview said the Provincial Government is doing what it can to contribute to maintaining peace and preventing armed conflicts in Kalinga, adding that his administration takes inclusive development of communities and families seriously.


Tubban said he is delighted that more and more former rebels are responding positively to the programs of the government.

"Aramiden tayo met ti makaya tayo, and I hope that with the cooperation of all agencies of the government and even the private sector, we can make a bigger impact and lasting change in the lives of our fellow Ykalingas," said the Governor.
