5 arrested for selling fake land title in Cagayan


Cagayan, Philippines― Five individuals were arrested for selling a fake land title in an entrapment operation of the National Bureau of Investigation (NBI) in Santa Ana Cagayan, Region 02, on March 25.


The Cagayan Provincial Information Office reports that the suspect, Billy Ibarra Sistoza, 64, introduced himself as Heriberto Remudaro. He was caught for having sold four parcels of land for PhP6.5 million to victim Cyrelle Lozada.

The victim was able to provide PhP1.5 million pesos as his initial payment for the land before he verified the deed of registration to the Land Registration Authority.


It was later found out that the person in the title had been dead, and that the land is already owned by someone else.

Lozada immediately made a report to the NBI and found out that the scheme was a modus operandi of Sistoza's group, who were caught selling fake gold-bars and lots in 2018.


Regional Director Atty. Gelacio Bongngat said that Sistoza was arrested along with his accomplices Reynaldo Martinez Delelis, Leilanie Torida Mirafuente, Orlando Penaflor Alariao and Jun Dela Rosa Tablac after receiving an additional PhP5 million marked money as payment in an entrapment operation.

Suspects face charges for violation of Article 315 of the Revised Penal Code in relation to Presidential Decree 1689 or Syndicated Estafa and are already in the custody of NBI region 02.


RD Bongngat called on the people to be careful in their transactions because various types of scams are rampant in the region.
