SAN MARIANO, Isabela — A 36-year-old farmer listed as the No. 3 Regional Most Wanted Person of Police Regional Office 3 (PRO3) was arrested this November 1, 2026 in Barangay Buyasan, San Mariano, Isabela, for three counts of statutory rape.

The suspect, identified only as alias “Tom,” is married and a resident of the said barangay. He was arrested in a joint operation conducted by the Isabela Police Provincial Office (IPPO) and personnel of the Tarlac Police Provincial Office.

Authorities said the arrest was carried out through a warrant issued by the Regional Trial Court Branch 38 in Camiling, Tarlac. The court recommended no bail for his temporary release.

The charges stemmed from the alleged sexual abuse of a minor.

The operation was led by the San Mariano Police Station, with assistance from the Mayantoc Police Station of Tarlac PPO, the 4th Mobile Platoon of the 1st Isabela Provincial Mobile Force Company, and the IPPO Provincial Intelligence Unit.

The accused is currently detained at the San Mariano Police Station pending arrangements for his transfer to the issuing court for appropriate legal proceedings.

The arrest came amid other reported cases of sexual abuse involving minors in the municipality.

On October 13, a 19-year-old farmer was also arrested in Barangay Gangalan, San Mariano, over a statutory rape complaint involving a minor. According to a report by Bombo Radyo Cauayan, the complaint was filed by the victim and her father in September 2025. The alleged abuse reportedly occurred after they attended a local fiesta.

Meanwhile, the Police Regional Office 2 reported that rape cases across the Cagayan Valley Region decreased by four in August 2026 compared with July. However, the regional report did not provide a breakdown of rape cases specifically recorded in Isabela. Isabela PPO registered 13 incidents involving the region's eight focus crimes during the month.

Isabela Police Provincial Director PCOL Manuel Bayani Bringas said the arrest demonstrated the continuing coordination among police units in tracking down wanted individuals facing serious criminal charges.

He added that the IPPO would sustain its efforts to apprehend wanted persons and ensure that those accused of crimes are brought before the courts.
