Baguio’s First PPP Project: ₱1.2-B Integrated Terminal to boost jobs and local economy

Baguio City, Philippines – In a move to boost the local economy and create more job opportunities, the City Government of Baguio is set to develop its first-ever Public–Private Partnership (PPP) project—the ₱1.2-billion Baguio City Integrated Terminal (BCIT). The contract signing for the project was held on January 21, 2026.


The project will feature a state-of-the-art intermodal or integrated transport terminal to be built in Barangay Dontogan along Marcos Highway. It will cater to provincial buses and serve as a passenger transfer hub connecting various modes of transport within the city, helping ease traffic congestion.


According to Chief Business Development Officer Jaime Raphael Feliciano, as cited by the Baguio City Public Information Office (PIO), the private partner assured the city of its commitment to deliver all obligations and develop a “world-class intermodal terminal,” similar to their previous PPP projects nationwide, including Megawide’s Parañaque Integrated Terminal Exchange (PITX) and the Clark International Airport.


“As Baguio is special to us and to most Filipinos, we commit to deliver all obligations and beyond, moving forward,” Feliciano said.


An intermodal terminal is a modern transportation hub that connects multiple modes of transport—such as buses, jeepneys, taxis, and bicycles—allowing passengers and goods to transfer efficiently and conveniently.

According to local media reports, the terminal is designed to offer modern passenger amenities, including spacious and comfortable waiting areas, organized boarding gates, passenger information displays, ticketing facilities, customer service counters, free Wi-Fi, and food and retail outlets.


It will also feature safety and accessibility provisions such as 24-hour security systems, elevators and ramps for persons with disabilities, first-aid stations, and designated facilities for senior citizens and nursing mothers.


The project is expected to generate employment opportunities for Baguio residents during both the construction and operational phases. It will also provide new revenue streams for the city through lease payments, revenue sharing, real property taxes, and business permits from terminal-related enterprises.


Meanwhile, the lease agreement was signed by Mayor Benjamin Magalong on behalf of the city government, and by Chief Business Development Officer Jaime Raphael Feliciano representing Megawide Construction Corporation, marking the culmination of a rigorous PPP process that began in 2020.
