Balbalan moves to institutionalize Athlete Incentives, promote Sporting Excellence through local ordinance

Tabuk City, Kalinga – A proposed ordinance that seeks to institutionalize incentives and awards for athletes who bring pride and honor to the Municipality of Balbalan is now under review by the Sangguniang Panlalawigan (SP) of Kalinga.


Passed by the Sangguniang Bayan of Balbalan, the measure aims to formally establish the municipality’s Athletic Excellence Awards Program, providing updated cash incentives to athletes who represent Balbalan in provincial, regional, national, and international sports competitions.


While the local government unit (LGU), led by Mayor Almar Malannag, has long extended financial incentives and recognition to outstanding athletes, the proposed ordinance seeks to ensure that such support becomes a sustained and institutionalized program backed by a local ordinance and regular budget allocation.


According to the ordinance, the measure aims to recognize the contributions of athletes in promoting Balbalan and bringing honor to the municipality while encouraging greater participation and excellence in sports through a structured system of awards and incentives.


The ordinance also seeks to formally identify Balbalan athletes as members of the municipality’s official delegation during sporting events, recognizing their role as representatives of the town in competitions beyond its borders.


Entitled, “An Ordinance Institutionalizing the Athletic Excellence Awards of the Municipality of Balbalan, Defining Balbalan Athletes as Official Members of the Municipality’s Delegation, Providing Updated Cash Incentives for Success in Provincial, Regional, National, and International Sports Competitions, and Appropriating Funds Therefor,” the measure has been referred to the SP Committee on Rules and Ethics for review.


The committee, chaired by Board Member Christopher Donaal, will evaluate whether the ordinance is consistent with existing laws and policies before submitting its recommendations to the Provincial Board for final action.


The Sangguniang Bayan, headed by Vice Mayor Regina Munda Cruz, earlier transmitted a copy of the ordinance to the Provincial Board for further study and evaluation.
