Balbalan, Kalinga – Kalinga Representative Allen Jesse Mangaoang vowed the continuation of his legislative agenda and funding of initiatives on infrastructure development, education support, health enhancement, and agricultural production before his congressional exit.

The solon added that he shall likewise work for the improvement of social services, environmental protection, tourism promotion and development, technology empowerment, and capacity building in the province.

Infrastructure development

On infrastructure, the lawmaker said he shall carry on with the conversion of existing local and provincial roads into national highways as he strengthen ties with national line agencies to boost tourism and production areas.

Recently, Mangaoang received Department Order No. 123 series of 2022 of the Department of Public Works and Highways, containing the conversion of six various local roads into national highways.

Converted local roads were Abra-Kalinga-Apayao Road from Aciga, Pinukpuk-Tawang-Buaya-Mabaca, Balbalan Section; Cagaluan Bypass Road; Kalinga-Apayao Road from Catabbogan-Daga-Puguin Bypass Road; Tabuk-Banaue via Tanudan-Barlig Junction Se-et-Taloctoc-Mangali Road; Mt. Province-Isabela Road; and Apayao-Kalinga-Abra Road.

Agricultural productivity through easier access is expected to be enhanced with DPWH taking over the responsibility for the maintenance and improvement of the roads.

“Ditoy Balbalan, nangnangruna iti Cal-owan area, kalikaguman tayo nga mapagbalin ti Katabbogan-Wagud- Aciga- Buaya- Mabaca- Gawaan- Poblacion kas National Road. Kalikaguman tayo nga ipalpas dagiti narugyan tayo nga kalsada kadagiti lugar nga kayat tayo nga madanun ti vehicular accessibility,” said the congressman.

Educational trainings and support

Educational assistance for students and training for Technical Education and Skills Development Authority (TESDA) scholars shall continue, according to the solon.

Funding shall be outsourced, said Mangaoang, for more school buildings and conversion of annexes and satellite campuses into national high schools.

“Along with this objective shall be our unremitting effort to lobby for more teaching items to meet the ideal teacher-student ratio for our schools here in Kalinga,” added the solon.

On the health agenda, the Office of the Congressman shall continue its provision of medical assistance for the people of Kalinga, channeled through various medical centers and hospitals.

“The Kalinga Provincial Hospital is now a conduit of our medical assistance program as we have downloaded funds there for all yKalingas,” he assured.

‘Have faith in what we can achieve together’

As he embarks on the final stage of his congressional journey, Mangaoang asked his constituents to ‘have faith in what we can fix together, what we can achieve together, what we can build together.’

“My fellow yKalingas, no longer are we stuck at a crossroads. We have chosen a path of progress. We have earned the right to feel not just proud of our past, but hopeful for our future,” concluded the congressman.
