Conversion of Balbalan school as independent high school sought

Tabuk City, Kalinga―Congressman Allen Jesse Mangaoang has successfully deliberated House Bill No. 0586 seeking the conversion of Balbalan Agricultural and Industrial School (BAIS) into an independent national high school which has been referred to the committee on appropriations.


Should the conversion happen, it means the school shall have its own funding and shall have a less restricted management for expansion.

In an interview with Congressman Allen Jesse Mangaoang, he emphasized that the conversion of the Balbalan Agricultural and Industrial School (BAIS) to be known as Eastern Balbalan National High school shall bring more employment and more quality education.


“Of course ti advantage na a ket additional employment on the part of the those to be employed and we are bringing education to the barangays located kasi not all students from barangay could afford to walk and go to school…isu ngay nga nakaad adu ti out of school youth because of that,” he said.


BAIS is an extension school that opened in 2010 to cater students who cannot afford to attend the high schools located more than 3 kilometers away from their barangays.

At present, BAIS is offering Grade 7 to 10 with more than 150 students coming from barangays Balbalan Proper and Malling, Municipality of Balbalan, and Barangay Balenciagao Norte, Magsilay and Cagaluan, Municipality of Pasil.


In addition, said extension school is currently manned by 7 teachers including the school head, 4 of which are from the mother school which is BAIS and 2 teachers are from Western Kalinga National High School.


The approval of the bill shall convert the school into an independent school and those teachers from other schools can be able to go back to their supposed school assignment.
