DA delivers fertilizers to 149 farmers in Tinglayan

Tinglayan, Kalinga – 149 farmers in this municipality received 1 bag in-bred certified rice seeds and one sack of 50 kgs. Urea fertilizers each from the Department of Agriculture, during a distribution held from March 10 to 12, 2021, through the Tinglayan Municipal Agricultural Office.


Said project is part of the Rice Competitiveness Enhancement Fund (RCEF) program, benefiting 5,669 farmer-recipients in the province.


Of the 149 farmers, 55 are from Barangays Upper Bangad, Centro Bangad, and Lower Bangad, 41 from Barangay Mallango, 28 from Barangay Belong Man-Ubal, and 35 from Barangay Sumadel.

Tinglayan Information Officer Larae Lactao said that some barangays were not included in the program since the local government and the farmers intend to maintain their traditional or organic way of producing their heirloom rice.


“Dagidiay dadduma ket haan a payagan ti MASO nga agmula ti in-bred rice seeds ta dati gamin nga heirloom rice ti ag-grow idiay nga area ket kayat ti LGU Tinglayan a maprotektaran ken mai-preserve dagidiay heirloom rice plantation area,” Lactao said.

In a statement, OIC Municipal Agriculturist Hubert Patang-i explained that they discouraged other barangays to avail of the program, as this will affect the production of the municipality’s main produce, the “unoy” or heirloom rice. Tinglayan Municipality is also known for their “Unoy festival”.


Patang-i, on the other hand, said that RCEF projects have been significantly helping the local farmers expand their rice plantation that eventually increased their production.


RCEF was created under the Rice Tarrification Law or RA No. 11203 as an aid to improve farmers' competitiveness to increase their income amidst liberation of the Philippines' rice trade policy.
