Duterte declares all of Luzon under state of calamity

Manila, Philippines - President Rodrigo Duterte signed on Tuesday Proclamation No. 1051 declaring a State of Calamity in the entire Luzon after many regions were hit by Typhoons Quinta, Rolly and Ullysses.


This pronouncement will take effect until the president decides to lift it.

Said action is also pursuant to RA No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 which gives power to the National Disaster Risk and Reduction Management Council to recommend such pronouncement to the president which the latter immediately approved.


The declaration will help hasten the rescue, relief and rehabilitation effects of the government and the private sector which also includes humanitarian assistance.


Prices of basic goods and commodities will be effectively controlled after the declaration.


As stated in the proclamation, this will also give ample latitude for the National and Local Government Units to utilize appropriate funds for rescue, recovery, relief and rehabilitation efforts and to continue in providing basic services to affected populations.


Luzon during the onslaught of said typhoons experienced widespread devastation, destruction, damage to infrastructure and agricultural crops and brought severe disruption to the lives of Filipinos.


Typhoon Rolly devastated the Bicol region during its occurrence and made damages on homes and agriculture. Ulysses on the other hand flooded Metro Manila and other parts of Luzon which likewise affected agricultural crops, destruction of houses and infrastructures. It even resulted casualties especially in Cagayan Valley.


Meantime, in the Cordillera and as reported by Regional Disaster Risk Reduction and Management, typhoon Ulysses left 11 individuals in the region dead, 1 is still missing in Ifugao.


Typhoon Ulysses also left damages in agriculture amounting to P 287,746,977.16. As per report of DSWD, Ulysses damaged a total of 789 houses wherein 43 were totally damaged and 746 were partially damaged.
