Gandang HR goes province-Wide: BM Dangani leads program launching, underscores stronger Kalinga public service

TABUK CITY, Kalinga — The GANDAng HR: Kalinga Public Service officially expanded into a province-wide initiative on Monday, September 7, bringing together government workers and partner institutions to strengthen employee development and improve public service delivery in Kalinga.

Board Member Alfredo K. Dangani, chairperson of the Sangguniang Panlalawigan Committee on Reorganization, Civil Service and Human Resource Development, formally led the launching at the Kalinga Sports Complex as part of the province’s celebration of the 126th Philippine Civil Service Anniversary.

Dangani said the initiative is designed to invest in government employees through employee growth and wellness, digitalization, and responsive and people-centered public service.

“Today, it becomes a province-wide initiative that invests in employee growth and wellness, embraces digitalization, and promotes responsive, people-centered public service,” Dangani said.

He explained that GANDAng HR started as an innovation project conceptualized by Provincial Human Resource Management Officer Grace M. Kidang Flores when she was a scholar of Batch 18 (Hirang) of the Local Government Executives and Managers Class (LGEMC).

The program is administered by the Development Academy of the Philippines (DAP) through its Public Management Development Program.

From an initial innovation project, GANDAng HR has now been developed into a broader initiative aimed at helping government employees improve their skills, well-being and ability to adapt to changing demands in public service.

Dangani: Collaboration key to better service

Dangani emphasized that the success of the initiative will depend on cooperation among the different institutions involved in serving Kalinga.

He said provincial and municipal governments, national government agencies, academic institutions and uniformed services have different mandates but share one ultimate responsibility—to serve the people.

“Through this initiative, we strengthen collaboration among the provincial and municipal governments, national government agencies, academe, and uniformed services, working as one workforce with one shared purpose: to serve every Kalinga better,” he said.

Dangani also called on government workers to use the initiative as an opportunity to grow together and translate employee development into better services for the public.

“As we celebrate the Philippine Civil Service Anniversary, may Gandang HR inspire us to grow together and bring government closer to the people,” he added.

The launching was attended by provincial officials, government employees, Civil Service Commission representatives and other partner institutions.

The province-wide rollout of GANDAng HR: Kalinga Public Service marks a step toward building a more capable, collaborative and people-centered government workforce, with employee development placed at the center of efforts to improve public service.
